At first I thought it might be a (sexual) women and her dream, but looking more closely it looks more like the clothed figure is holding back or even oppressing the naked women. So maybe a sexual women and her modesty, struggling with each other. This also makes more sense with the "stop, don't touch her" gesture of the clothed figure.
